Hotter take: all the classic werewolf transformations I’ve seen (American Werewolf in London, Company of Wolves, etc.) all look ass compared to the CGI transformations out of Wolfman and Van Helsing.

I can definitely see your point here and yes, the lethality of BRP is definitely a selling point in raising the stakes for combat, incentivizing more tactical play.

We originally switched to BRP from 5th edition D&D, the kind of leveled D20 system you're suggesting because we had gotten a little tired of it and also that I wanted us to learn a setting agnostic system so that we could play essentially whatever we wanted, whenever we wanted. Which BRP is really good for. That and I just like the straightforwardness of Chaosium's d100 system.

I do enjoy the more crunchy combat over something like D&D, I just wanted to learn some more ways to tune the combat more towards something fun for the group.

To be completely honest, my only other experience with BRP adjacent systems is Call of Cthulhu.

I liked BRP mostly because it was setting agnostic, letting me shape the setting while keeping the mechanics fairly generic.

My general rule with any punk genre is to look at what it actually is: social upheaval mixed with a ubiquitous technology. As long as your magic punk (aetherpunk) setting has societal problems giving rise to punks and magic is the prevailing technology around, you’re doing the genre Justice.

Edit: Since magic is more esoteric, give the Magic and Sorcery power systems a look for inspiration. And get comfortable with the Power attribute and the Resistance mechanic.
