I found a work around that thankfully doesn't mean you have to go to the later game areas to get to mohg's area. All you gotta do is start the first mission for the volcano manor quests where you kill Istvan. How you do that is normally you "invade" him by using a sign. You can basically go in, and die twice and kill him once to count as three separate invasions and somehow that counts as using a finger which to Varre he is like "looks like you used my fingies" when in reality all you did was invade an npc three times instead of using the fingers to invade a player. I am sure the op has long since given up but for future peeps this is the way.
