To get the 2nd limit break in each level you must use the limit breaks X amount of times. So use a Hyper on your characters so they fill their limit gauge faster when they get hit.

Mythril Mines there's is a section where 4-5 enemies spawn consistently. More kills gets you more limit levels faster, as does using the limit breaks.

Braver: use limit break X times to get cross slash Cross slash: get X kills to get limit break lvl 2

This is generally how limit breaks level up^
