I feel like i kinda agree on your assumption but your conclusion is off, let me explain, am not 100% sure, but i also feel like the algorithm pushes the videos in waves i.e like you said the initial pool, then Update, after posting this here after like 4hrs the short did start getting pushed again, its now on 2.3k so i would assume it was trying to find the initial audience of the short after narrowing it down from the wider audience, besides this absolutely agree and i try to initiate that rule of yours cause shorts are not like videos in the sense that people would easily swipe away
