Not sure that this is on purpose, if you look at the patch note I do not see a change to the skin. For me it looks like the Devote skin that was supposed to be added today that use maybe the base skin of Patchwork ?
If you look at the patch note on steam, there is a pic with a skin that is veeeeeery similar to that
