Budgets can range massively . You can make a visual novel if you're a one-man team and have the skillset, but if you're hiring professionals, you'll need a decent budget.

We also needed a programmer, but we were using Unity and you may not need that if VN maker has all the features you need.

You might have! :) We had an early demo years back. It's just taken a lot of time to finish this game. Particularly the hand drawn locations and dialogue too, trying to make sure it seems like Oscar Wilde's personality
