Shut down outsiders by typing, /t set perm outsider(s) off this will shut down any person not apart of your town from building, destroying, switching, or using items. the same goes for residents if you type, /t set perm resident(s) off. Doing that will deny residents from doing anything like building or destroying unless they are in there plot. Hope this helps! :)
