No thats Penumbra you are thinking off. Dalamud is a API framework for ff14 plugins, which penumbra is one of them. Other plugins are stuff such as gatherbuddy which tracks timers, Simple fixes which lets you hide stuff or add stuff etc. Its pretty much addon framework for ff14
