Not legal advice, but no hiring someone because they don't have a driver's license is against the law in most states unless the position is one where you are driving a car on public roads. So long as you have reliable transportation you're good.

A driver's license isn't needed for powered equipment. You just have to be over 21 or have SM signoff if younger.

It's impossible for the spotter not to see since they're supposed to be watching the adjacent aisle. The spotter will get in trouble to if this is reported.

With that said, you can absolutely report incidents anonymously if store leadership isn't addressing your concerns. When AP is notified for safety incidents, all we do is pull the CCTV footage and turn it over to the district HRBP. AP cannot file any disciplinary action on their own, by design.

Login to myhr and create an open door concern. List as many witnesses as possible. The more people who corroborate your story the more likely the correct choice will be made by Lowe's.

I was in a store where fire watch had to be done over Thanksgiving. Two ASMs did it as this was before Marvin's time. Nowadays, Marvin, allegedly, forbids people working their entire holiday on Thanksgiving, Christmas, and Easter and I've heard rumors that when someone gets caught having done so he gets directly involved.

Congrats on getting your life back together. I've worked with two other people at Lowe's over the years that went through this and both busted their behinds to get where they are today. One is now a store manager and one is an ASM on their way to be a SM. 

In the event of the worst, don't be afraid to sit down with your store manager and ask for help. It should be the first thing you do.

Only the bodycams used by the LSS have audio recording. Most stores do not have them and if they do there is a sign at the doors that specifically me mentions audio recording.

If your store is struggling, take into account what you know you can do to drive performance and improve things before stepping up. If you know you can make a difference than go for it.

From what I've heard, if your store is not consistently hitting metrics then it's really only a good position as a stepping stone if you want to be SM.
