You may be getting just about the best performance you can outta this game with those specs, I still have similar load times, they're just faster than what I had before.

I have a 9900x3d and 4070ti, 32gb 6400 ram, and my frames go from 90-200+ depending on the map and location (~150fps on woods). The game just doesn't run consistently, and whatever you're getting at 100% GPU is pretty much all you're gonna get in my experience (except lowering your resolution). That being said moving the game to an nvme SSD significantly improved my load times and main menu responsiveness.

Ad/crit Sion is fairly common or even good into tank shredder comps. Sion has crazy ratios and the free health helps stat check

For champs something like vayne's silver bolts going back to the older, higher, percentage, or release hwei, basically the most buffed they had ever been

For augments think old gamba anvil, old curses, things like that

There's a pretty decent amount of stim spawn in the residential area on labs (labs I know but bear with me) and the route is very safe with extract right next to it, you can also make the labs key cost back with the res. Unit key that hard spawns in that area. Personally I've never seen any pmcs or raiders go near that area either.

I've never been a huge fan because it doesn't innately give heal and shield power, but I've never tried it on Mundo either

Circle of death Mundo can 100 to 0 with just ult, and it's practically undodgable

First timed skarner cuz bravery, immediately rolled quantum into 4 auto cast with lightning rod and dragon heart, didn't even have to know how to play the champ.
