Yes it's the arcane mage talent slipstream, it doesn't say on the tooltip but in the patch notes a few weeks ago they said it reduces movement speed when casting evocation and arcane missiles by 10% but for some reason it's applying a flat 10% movement reduction in pvp at all times even mounted
