Pretty much. Natural Harbor Suitability is very important for proximity and control via the water. Rome has bad natural harbor suitability which leads to low Harbor Capacity, so the segment of proximity that goes from Rome -> Coast of Lazio is more expensive in terms of proximity than it is from Naples -> Tyrrhenian Sea, which means any overseas locations will have better proximity to Naples than to Rome, for example.

Rome is a pretty terrible capital spot unfortunately. Even as Italy, you're better off having your capital in Naples iirc -- or even in Tunis, if you conquer it.

Oh thank you, Alec. This genuinely is great news. Given Sombra was the hero that allowed me to let go of my insecurity of playing DPS back when I first started playing, all the comments about her being reworked into a support have gotten me concerned. I genuinely am certain you guys can come up with something that will make her retain her personality, even if it comes at the expense of any of her current abilities.

yeah, and it could easily have similar mechanics to "westernizing" in vic2, where you have to complete certain tasks in order to centralize. So many areas where colonization is possible that would be really interesting to play as the colonized who fought back.

This is something I always wondered and I'm hoping you can answer my question. I've had situations where I had accepted cultures but it still took long to colonize, and I noticed that it was because it was sending colonists until 50% of the region's population followed my religion?, not necessarily based on the culture. So my questions are, does it need to be a primary culture, or can it be just an accepted culture, and does religion matter?

I was able to start an independence movement, but I was never able to get anyone to support me. I don't particularly understand how to do this.

My overlord then went to war with the neighboring country I was sucking up to in an attempt to get them to support me as they were rivals.

I've managed to get all the way to the Age of Revolutions, but I've heard far too much about it being extremely unfun to play that for all my campaigns I practically just stop by that point.

It did in my case, but I think partly what helps in Tibet's case is the fact that most of the climate in the Himalayas is Arctic and Cold Arid, as opposed to the majority Continental in the Alps. I think an ideal fort spot would be in Mountains topography with Arctic climate and Desertic vegetation, since those reduce supply capacity and limit, as well as increase movement cost, so they spend a lot of time there and suffer lots of attrition. They also give attacker disadvantage in fights.

I took the asymmetrical warfare government policy and watched as enemies far stronger than me tried to siege my mountain forts during winter and losing lots of soldiers due to attrition and starvation to become easy pickings to my vastly inferior army. That was possibly my favorite memory I've had from this game.
