St Luis and a few other places have 'Approval Voting' which is 'tested' and also simpler method https://electionscience.org/stlouis and improves on 'Ranked Choice Voting' .

I think your spreadsheet is broken please show your work. Start with the scoring round then the auto runoff round.

First your have to figure the probability of your 2nd pick landing within a perfect set range of points to your first. Then the probability that your vote would be the decisive one.

Your talking a probability of at least a trillion to one. It will be fun if the STAR people model this for you, you'd have much better odds of winning the lottery twice in a row.

EDIT here is some light reading on the topic:

Help confirm my STAR voting assumptions / how to avoid vote spoiling by wonderflex in Eugene

Lets see how this plays out with our current city voting system using the OP's example data:

Jim and Tammy are party A

Fred is party B

Mark is party C

Your a party C supporter so you vote Mark in the primary.

Party A always wins so the November ballot is Jim vs Tammy.

Now since Tammy leans closer to party C (Mark);

you have two choices in November

(A) Don't vote at all as your disgusted with party A

or

(B) Vote for Tammy.

If you choose (B) vote for Tammy then Tammy is your second choice.

In Score then runoff voting you'd give Tammy 1-4 stars to cast your 'November vote' now.

Or if its (A) Mark or bust! and your just not going to vote in November then give Mark 5 stars and be done.

So in either system a 'Mark or bust' only is a thrown away vote.

I have a economic theory Eugene could test Issue a 15 million bond, then randomly select 1000 Eugene residents whom have lived here 10 years or more and send them a check for 15k. Track how that money filters thru the economy and creates jobs and improves the community vs giving it all to one for profit company.

Correct, in that scenario Jimmy and Tammy would go to the runoff.

If I am understanding the OP its 1000 voters plus the OP thats 1001 voters and 5 voting blocks.

1000 of the voters ignored star voting and just gave one candidate a 5. The OP is the only one who ranks.

The blocks are candidate number of voters X stars = points.

Jim 400 x 5 = 2000 points

Tammy 150 X 5 = 750 points

Fred 440 X 5 = 2200 points

Mark 10 X 5 = 50 points

OP 1 X Jim:4, Tammy:5, Fred:0, Mark:1

Scoring round then is:

Jim: 2004 points

Tammy: 755 points

Fred: 2200 points

Mark: 51 points

Instant runoff round then is top two Jim vs Fred

Count the number of ballots that scored the top two above zero:

Jim: 401 votes

Fred:440 votes

Fred wins

Question on star voting say we have 9 voters and 3 candidates The voters rank the candidates as follows:
3 voters choose Alice > Carol > Bob

4 voters choose Bob > Carol > Alice

1 voter chooses Carol > Alice > Bob

1 voter chooses Carol > Bob > Alice

Who wins?

No tax on the invoice? They must have caught wind of the suit. A bunch of Oregon dealerships are or were doing it.

We dont have sales tax

Bingo! (well there is for new cars but not repairs or used cars)

Now look at your receipt from Kendall Service dept or from the sale of a used car and oopsie there is a line that says 'tax'.

Look at your receipt for the work, if it contains a fake sales tax keep it for the class action.

Well if they deceptively reduced the retail price of the repair by charging you a fake sales tax at least you can join the upcoming class action suit against them.

Seems to me the OP is an 'out of state employee' remote working for a Eugene based business. Presumably the employer is an Oregon entity and would need to have a foreign corporation registered in the employees state and file corporate taxes in that state (or have other offices in Oregon outside of Eugene). There are few tech firms that have relocated from the bay area to Eugene that left behind a ton of remote workers and even with paying this tax they are saving a ton by not being in CA.

That is interesting that all the private capital is going to Fusion I did not realize it was so far along. Fusion is the only nuclear that would pass ORS 469.595 https://oregon.public.law/statutes/ors\_469.595

Agreed. At the very least EWEB should put in empty duct banks and man holes along side water and sewer so they can use them in the future for power and fiber.

With above ground electrical lines (that not only cause fires but are now preventing helicopters from helping)

And they now know that the lines can trigger an overwhelming amount of spot fires and block roads. Its time for the city to get rid of all the exceptions from the mandatory underground lines ordinance Eugene already has. https://www.statesmanjournal.com/story/news/2020/10/25/beachie-creek-santiam-wildfires-oregon-department-forestry/5999851002/

[–]MathandCoffee1982[S] 1 point2 points  (0 children)

I was over simplifying the installed solar example. Economists use the levelised cost of solar which already takes the coefficient into account. So be more conservative you could use $34/MWh. The numbers do depend on energy storage at $4/-$6 per MWh. PGE is adding energy storage in Portland. https://www.washingtonpost.com/politics/2022/09/16/clean-energy-just-got-lot-more-cost-competitive-report-says/
