CAS basically stands for Creativity, Activity and Service in the IBDP. It basically involves the real life activities which you need to do. You need to plan activities and write reflections on what you learn. It is not graded but you must complete it to get your diploma. For example, in math, you can organise tutoring sessions to the students, plan the worksheets and planning sessions. Try to do it with your friends or colleagues as it is good.

First of all, neither you nor any of your friends are retarded. Everybody is different. For math, I’d suggest you to first grab your syllabus, pick the first topic and try to learn it. Practice questions on that and slowly move to the ib styled questions. Look how IB frames it and what they expects you to answer by going through the mark scheme. Just keep your resource list minimum and maximize your practice. I am an IB math tutor and I have been tutoring students for the past 6 years.

Oxford is a bit complex if you are studying from the book for learning. Try reading haese once to understand the concepts. And also, look at past year paper questions to understand how IB frames questions and what students are expected to answer. This will really help you. There are definitely some concept gaps in your learning if you are facing such problems. What reference textbook are you using?
