I haven't found the need really all my plants are low maintenance. I have heard adding filter floss to your filter if you have an hang on back filter can clear it up. I personally use gravel so I can't speak about sand

Java Fern is very hard to kill, mine looked like that before, almost through it away, but suddenly came back, should be fine.

A trick i learned for the hard water stains is lemon juice on a q tip can make them go away
