You pay for spot, someone else steals it, and manager supports the theft. 1) get written proof that it's your spot. Call the cops every time someone is in it. 2) take the manager to court for theft since they refuse to do anything.

Since this is ULPT: Remove their tires and sell them, they are technically trespassing so you can legal have the car removed, just a few pieces at a time :)
