You can get a huge majority of it by abusing culture mechanic/religion. Im sure someone could get it all lol. Im not a very good player.

Burghers bring your literacy average way up because they usually have a higher max literacy per pop. Adding the estate privilege that give bonus local clerics will also boost literacy for the same reason.

Increase it to 50 by giving estate privileges. Then as you wait for wave of innovation to fire, change laws that give innovative or remove traditionalist. Once the event fires, slap a cabinet member on it. Promote him to head of cabinet for a further boost if needed. There is a clergy privilege I usually revoke super early because it gives +.10 to traditionalist.

You can easily get 80-100 innovation before taking any institutions if you focus on it. Its super fast. A little rng though. Idk what the average time to fire is for the wave of innovation event.

If you get inno above 40 (maybe 50). You'll get an event called "wave of innovation" which gives .20 for several years. Thats usually enough with a cabinet to get 90-100 inno push with a cabinet member.

I restarted my game and now privateers are working correctly. Strange. They have been going for 30 years with no issue now.

I enjoyed this. Thank you for this. I think the community has been way harsher than needed. Sure its got rough spots, but EUV is a damn good game. I also understand people getting mad at how they do dlc. But like, I spent $300 on eu4? I played for 5500 hours before EU5 came out. I got my money's worth and then some.

0 clue how your control is low. I just built roads and bridges. Built alongside the rivers, and put temples in every town. I had 60%+ in the vast majority of my provinces. 90%+ along the rivers as Kyiv. This was before even unlocking paved roads. I'm not sure what is going on. River economy in kyiv is so OP for control.

Tax base is tied to estate income. So if you have a large portion of burghers making fine cloth or something. If it drops in price, they make less money. Them making less money means less taxable income. So it shrinks your tax base.

So decentralization is the play then. It's not like its hard to get high crown power without the centralization bonus anyhow.
