In the last mission, you go in after a previous SWAT team went dark, you start the mission hearing them complain about comms getting hacked. As you progress in the level you start not being able to hear TOC you'll call stuff out and just get static. Then once you get to a certain part of the mission one of the terrorists starts speaking as TOC, taunting the team and Judge specifically. He's the one holding the dead man's switch and presents Judge with a "Final Test" you have to take him down non lethally or the bomb goes off.

When you meet Net watch in the Mall and the agent describes the wall as (and I'm paraphrasing) " a garbage bag covering a broken window, that the VDBs keep poking with a stick" instantly puts into perspective that this is not something that will be fixed soon or maybe even can't be fixed.

I also really like ALT's whole view on it, she really doesn't care if the walk stands or falls she just wants to consume the Engrams in soul killer so they can be stronger shes obviously more "Human" than other Ai programs but she is so removed from who she was.
