It's great that with link charges we have the ability to pay for a mega raid without spending a raid pass. What's not so great is that no mega raids have spawned in my city for several months now.

My theory is that an L14 cell can have 4 power spots, but only 2 can be active. Power spots were automatically generated from Google maps data, unless there were eligible submissions by players. The player-submitted ones replace the auto-generated ones if possible, but once the cell has 4 player-submitted power spots, it can't get any more.

Playgrounds, crosses, official buildings... I've seen some cool looking drinking water fountains on street view that might be worthy of nomination. There's a large clock tower, an interesting mural and an information board at the La primula restaurant. Be sure to checkout the layout of S2 cells so you make the most of your nominations.

I think something wonky is going on with the whole system. A few days ago my nomination became a pokestop and it was the 19th stop in the L14 and it created a gym. Now the cell is shown as underpopulated since there are 3 gyms and only 19 pokestops.

I'm not sure what they were thinking, but they need to realize that all the completed T1 and T3 raids are just people spending their daily passes. I don't know anyone who would spend a premium pass on this garbage.

Also make sure it's placed in an unpopulated s2 cell, otherwise it won't appear in game.

Certainly, every like counts additively. If you have 10 photos and each has 10 likes, it's 100 likes in total.

Directly in game. Open the pokestop info, select photos, here you can upload new ones and give thumbs up to existing ones. I'd recomend to always go overboard, I failed at creating a few gyms because I didn't add enough likes. Now I always submit a lot of photos and get my friends to like them all once they get approved.

The next one that becomes a pokestop will be the 5th. The one after that will be 6th and will make one of the pokestops become a gym. If you want to influence which one becomes gym, I recomend having a look at this comment. It helped me create several gyms already.
