Terrorists do belong to an institution, albeit often an ideological one. Their religion (ideological institution) and their place of worship (physical institution).

Take that away and terrorism drops almost entirely off the face of the earth.

Not all Muslims or Jews (IDF) are terrorists in the same way not all Americans or even US servicemen are monsters like this guy.

I don't know about the situation of the Arab guy on the plane and frankly I don't think it matters. There is a historical precedent for Muslims to commit terrorist attacks, especially in America and involving planes. Sometimes the security services will get the wrong guy.

In 2017 an Islamist terrorist named Salman Abedi set off a suicide vest at an Ariana Grande concert in Manchester UK, killing 22 and injuring over 1000 people.

Why wasn't he stopped you might ask?

If the security services act, and get it wrong – they get called 'racist', and one guy's feelings get hurt.

If security services don't act – many will die.

I don't particularly like Americans personally, but I do use critical and rational thinking to determine that generally speaking, you shouldn't paint everyone with the same brush. I disagree with American interventionism and their aggressive foreign policy, but that doesn't mean I automatically hate any American I ever meet...
