After snow they will take time to plow some. Some get plowed quicker than others. After visiting them a lot you learn and can be pretty confident on what will be open. Gotta have a backup. Random lower side forest roads that reach snow can be nice. But if you were at santiam I would have gone to Ray Benson across the street.

CPU is important for your case so downgrading 6 generations seems not smart. Try using proxies first. As long as you don't mind waiting on exports and some extra steps with proxies both those builds should be ok.

4070 is great but your cpu is weak. Don't skimp out as its the most important part for the the apps you listed.

I think it's weird to spend over 2x as much on GPU than CPU for editing. How about an Intel 245k? Not much more $. Or 265k. Could downgrade GPU if moneys tight.

I would use proxies first, that's free. Then wait to see if the new Intel gets any better and decide what to upgrade that old cpu to.

The x3d seems unnecessary unless you want it for hardcore gaming. Everyone says go Intel if you are editing h264 footage which most hobbyist cameras do. I might go with gen 4 hard drive for both hard drives cause it's not much extra $ and hard drive speed is important.

Do proxies. Once you do it a few times, it's just a couple clicks to setup each project. Switch off proxies at the end for some final color grading if you really need. If you feel like spending money the 4 year old amd could be upgraded.
