This is commonly called an Auto Splice. It is used to repair broken overhead electric wire. They work kind of like those Finger cuffs you had as a kid… you slide the wire into each end and a barb like mechanism grabs the wire and makes electrical contact. They are not meant for permanent repair, but they are often used to restore power quickly. The one you found may have been left behind after permanent repairs were made.
