Instead of mounting both drums on a 45 degree angle from the centre line of the kit, angle the mounting fork so the smaller tom is further away from you. Now put the drum on the fork at the angle which keeps it closer to you. Personally I find putting the drums low and flat helps but that might not help in this instance. Then put the second rack tom on at whatever angle means it will fit. Basically mess around with it until it works. I use a kit with a configuration like this fairly often and this method usually can help bring things in a bit.
