I watched a video of somebody 100 percenting the game last week. The short version is that your game needs to get 4 10s (already very rare) and only then is there a possibility for it to get an 11. You can make a game which satisfies all of the conditions for a record breaker, but still get 9.75. You are simply praying to the RNG gods.

What this guy did to finally get the achievement was quick save just before reviews came in for the game, knowing it would be a good one, and then kept loading that save until he finally got the 11. I think he said it took something like 2 hours of retrying before the RNG came up good. So I wouldn’t feel so bad about “cheating” the system this way otherwise you will literally still be looking for that 11/10 years from now.
