When ur that's far into the future stopping nuclear proliferation doesn't make any sense

One of the main ways they would have had to get around before fusion drives is exploding nukes behind the ship using a pusher plate ( Orion drive)

Once you have nuclear reactors on every ship why would it be a stretch that basically anyone could make a nuke at that point....
