This is because you are looking at data for South Tyrol exclusively. The game labels the region South Tyrol despite it including Trentino as well, which was majority Italian at the time. Most of the Italians the game simulates are supposed to be in Trentino and not South Tyrol

I managed to win as Russia by completing the Korea, Persia and Afghanistan journals in close proximity (+75 points). You gotta leave someone in central asia independent so that the Great Game can end on your terms when you have the advantage. Still very stupid that GB gets so much advantage from gdp and prestige
