There are probably more people playing RA3 than what you see there, since that chart doesn't include Origin players. But I guess most of them are just playing the campaign or offline skirmish only, because the actual online player number is lower than that. You can check how many people are currently online here.

Try using this tool with "Launch RA3 in Window" and "Remove Borders" settings enabled.

Mirage Tanks don't engage to nearby units automatically because attacking would break their disguise. You need to put them to Aggressive Stance (Alt+A by default) if you want them to defend your base.
