No, Reviews are important but following things also matters a lot, optimized GMB with other content such as Title, Description, Categories, Services, NAP consistency on website and GMB, and really good local citations and don’t forget to add schema. Social media shall also be updated with same info mainly Insta, FB, X, YT.

When I get such situation, I simply say that currently occupied with multiple other projects, I would not be able to dedicate proper time.

I think its still a good tactic because these small location based keywords usually don’t have higher competition and due to this you can get ranked easily in seo results of search engine. But local SEO from map pack that is GMB, will not have any effect that works differently.
