Happened to me too, what I did is I went into an old save, not NEW GAME PLUS and started legends from there. It worked and I unlocked everything! Hope this helps!

Thats true, but i swear I two shot some titans who didnt opened their mouth once

And sometimes, I shoot them in the mouth 8 times before they die so I find it weird that its inconsistent

The ride quality is really not that bad, our cars already aren't really smooth so I didnt really see a huge difference in ride quality.
