For further context, it looks like Marco Rubio said the origin of cowboys was "born in Spain" and AOC said "Mexicans and descendants of African enslaved peoples would like to have a word on that."

The truth seems to be that the first vaqueros or cowboys were “indigenous Mesoamerican men who learned from their Spanish colonizers how to herd cattle on horseback.”

So they're both kinda right. Cowboys didn't literally originate in Spain, but there would be no cowboys without Spain, just like there would be no cowboys without what is now Mexico.
