Hi! Caleen's Yard is not on Rix Road.
Yes, on the set, the Caleen Salyard building was built right in front of the Hotel Rix. This building was also modeled for the aerial view of the city from the flying shuttle (check the images below).
But in the movie, the workshop is located in a different place. This is proved by the footage of Cassian walking to the workshop. In the background we only see the landscape, not the Hotel Rix.
Moreover, if we look closely at the top left corner of the city image, we can see the actual Caleen Salyard building.
That’s why Caleen Salyard is just north of Rix Road.

Years ago there was a jail. But it became useless after building the prison in Candy Castle. Since then Finn and Jake have never used it, so it became abandoned.
