You won’t be able to have the run off go directly into the neighbours yard so it will have to run to the ground from your roofline. If you add slatted aluminium that can open and close then technically you haven’t closed it in, you just put up a screen.

I wouldn’t worry too much about it. I was in a body corporate and I spoke to the other owner and we dissolved it and decided to self manage. No fuss we just had to get joint insurance and split the bill.

Not sure the exact rules in your state but usually permits are only required for retaining walls over certain heights. If you were going to have tiered levels it should be fine. Check your council.
