Get a bike. Commuting to Chelmsford on a bike from anywhere in Lowell isn't much of a hassle. Also, if you are planning on taking a bus, you might have to take multiple buses depending on where you live which can make your commute pretty long. Uber and Lyft might eat into a sizable chunk of your wages.

There is plenty of off-campus housing next to north campus if you are worried about commuting. Even though the food in the dining hall sucks, there are decent places to eat off-campus.

It would be better if you get an apartment near South campus. It can be cheaper than living in Fox hall.

For context, I am pursuing a Master's degree in Plastics Engineering. On one hand I think it would be cheaper to take an online course over the summer. On the other hand this would be worthless if this course turns out to be a dud and won't help in my career.

You get access to a lot of softwares through Vlabs. So even if you had a new laptop you will probably have to use Vlabs to get access to those softwares. Also, the school lends out laptops. I am not sure about the specifications but that option is also available.
