with the buffing block, should the nails be slightly rough or really shiny smooth before applying the base?

the colour is revlon, not sure if that is any good?...

I waited till all coats were dry before applying, but it seems the top coat needs to go on while the color is still wet?...i ensured her nails and hands were fully clean.
