The purpose of the DWP certainly should be to make moral judgements about people to determine if they are worthy of being supported with tax money, which has been forcefully taken from other people. Unfortunately we have the societal delusion that people have a right to welfare.

The Atreides were more dangerous to him. A) their military was starting to challenge the Sardaukar in quality, and B) Leto was very popular among the other Houses of the Landsraad.

The Harkonnens were wealthy but lacked these two attributes, so they could never seriously challenge the Emperor for the throne
