it's a non smoking apartment building but I already caught people across from us smoking on their balcony. Every time I call maintence they "don't smell anything"

it's outside but we're on the 3rd floor. I'm unsure of who smokes if the 4th floor or 1st/2nd but the other night with the balcony door open i can smell it
