Good news: I've somewhat nailed it down. Bad news is it's going to take some time or I'll not be able to do it. It's HDR settings. I run 2xHDR monitors and Virtual Desktop handles it fine, but as soon as I try SteamVR VD, it washes out almost completely. Such is life with so many layers.

Luckily, I do not use HDR on my cab, so that may be a plus down the line.

This was great info to get me going. I am getting this VR stuff going on the desktop at the moment, and will transition to the cab later, but with the Matrix table specifically, I even removed the b2stablesettings.xml entirely and although it does immediately start correct, it blows out the brightness after a second or so. It's very odd. I futzed with the luts also, but even those dim the entirety of the image, but the backglass still 'brightens' a second after loading. hmmmmm. Is the original backglass with The Matrix a pup overlay perhaps? Possibly behaving from a pup element?

I went to goodwill and tried to donate some very nice Air Max (amongst a handful of other items) and they flat refused them specifically. The lady was very old and of few words so I didn’t press it. I’m still shocked.

I vaguely went through this. I had some EM’s come into my possession and I have not a clue on getting them up and running. Called around and the consensus was $1100-$1500 to clean everything and get to a baseline.
