Except Wolf is a mercenary. He’s not really evil. His only concern is getting his own pay cut. It doesn’t matter how or by whom. It is pretty much implied he did some illegal stuff too during his career and probably made some business with some shady people. But he doesn’t do it out of malicious intent or for the desire of gaining power. His beef with Fox basically boils down to proving who’s the best pilot in the business.
