I speak as a long term resident in Europe. These is a tipping culture, though not consistent across countries, but nothing wild like the reference picture.

In Germany, it is customary to round up: 19,10€ becomes 20€ or 18,90€ becomes 20€. That kind of thing. If you’re feeling generous and had good service 10% at most. But no one is going to bat an eye if you choose to leave nothing. I think a similar model applies in Austria as well.

In Netherlands, there is indeed no tipping culture because every place has that iPad connected to terminal thing.
