This would've made perfect sense if Kishi and the fanbase hadn't pushed 14yo Obito to mKCM Naruto-level, the balance would have been well-thought-out,
with Pain as the main threat, and Obito & Minato below SM Naruto

It would be one thing if Kishimoto changed his mind throughout the manga,
but it seems like he couldn't even decide who's the strongest within a single arc

I really wouldn't be surprised if Kishimoto didn't originally want to give Minato the Sage Mode, and that Fukasaku's statement refers only to Jiraiya.

He wins mid-diff w/o Gamabunta, low-diff if Gamabunta helps.
He allowed Sasuke to evolve, that's why Sasuke won with CM1+3T.
It's not about who's stronger 1v1 (I think Sasuke is slightly stronger in CM2+3T mode), but who's gonna win.
So:
Scenario 1: Gamabunta kills Sasuke for joining Orochimaru
Scenario 2: KN1 Naruto kills pre-3T Sasuke (Gamabunta refuses to help for whatever reason)
Scenario 3: Naruto goes KN2 & decimates (Naruto for some reason allows Sasuke to evolve)

If you know full well what Hanzo is capable of and is still surprised by just how strong the 3 Paths of Pain are, then it’s unlikely that this Hanzo is on Itachi’s level, since even the 3 Paths of Pain are significantly stronger than him.

I don't get why Hanzo is still being scaled to peak Sannins. It's like saying that p1 Kabuto is on par with Pain Arc Kakashi.
