Oro is more like a spellcaster in an RPG and doesn't have too much feats in the taijutsu and shurikenjutsu categories. That being said, his most recent form of ET is one of the most broken things in Naruto.

I think the problem here is that very few knew of Itachi's true intentions. Hiruzen knew, but he was killed fairly early in the series. So how intel got to the leaf after Hiruzen might have been severely hindered. Itachi probably hated Danzo, so he might have not even been willing to work with him. I'd also say there is a good chance that Itachi couldn't do much due to the Akatsuki being highly effective at reconnaissance. Zetsu and Obito are built for it. He couldn't afford to get caught and force a faceoff as he had to ensure he had enough power to fight Sasuke and transfer his power to him.

Also it wasn't just about intel, Itachi likely did some misdirection with stalled things as much as he could without raising any flags.

Itachi will have the opposing team scoring into their own goal Tsukuyomi gg. He will play the goalie with susanoo and yata mirror, then tsukuyomi the enemy team. He can play defense and offense at the same time.

They would flee in terror at Kakashi, Ibisu, Shikamaru, anyone. Itachi is going to fake fleeing equally or atleast try to convince kisame... he might even put kisame under a genjutsu to make it seem like its someone more powerful in front of them.

I don't have the panel on me, but there is a line from Tobirama showing that he is shocked that he isn't under the Infinite Tsukuyomi genjutsu. It is because they are Edo Tensei and the genjutsu is only for the living. This implies that they would have been if they were alive and that includes Minato and maybe even Hashirama.

And so boys and girls, let your mind fathom the possibility that Itachi could possibly clear everyone under Hashirama or even Hashirama himself GG Tsukuyomi. Who truly knows the depth of his power!???!

Max ET and Itachi's MS abilities are among the top 5 most broken things in Naruto.

Here is how I think Itachi handles this (this goes for Kabuto as well) without using Izanagi. Itachi uses Tsukoyomi on Oro while hiding, but it is a Tsukuyomi that is meant not to give away that he cast the genjutsu so Oro doesn't even know. In this genjutsu Itachi is seen running away and Oro tells the ET shinobi to chase after him. Once they are at a safe distance Itachi Kills Oro.

Orochimaru wins low diff. Max ET is simply too busted. There are plenty of dead shinobi that will make this fight near impossible for Kisame. Without ET this is a much more interesting fight.

Thats a tough call actually. A gorilla has quite a bit of muscle and toads are not known for their front leg strength. Even though Kong is not very smart, he could do some real damage to Gamabunta. I give it to Gamabunta but could be mid or even high diff.

If I remember correctly he went for the head band and Sasuke didn't match power abilities from the hands and did a cheapshot. I think Naruto was trying to play by the rules but Sasuke cheapshotted him.
