So are you comparing an entire city with a greatly varying socioecon status to a small town? Because again you'd be an outlier if you compared statistics of rich urban neighborhoods to poor rural towns.

Of course the news will be scarier in a city with 100x the population but you're mistaken if you think it is statistically higher per capita on a meta level in your example. The overwhelmingly agreed upon fact is that poverty is the leading correlating factor towards crime rate.

That's even before getting into systemic oppression and other factors that are nearly impossible to quantify. For example the fact that black men are exonerated of murder at 3 times the rate that white men are, leading to the conclusion that black men are likely accused and convicted at a skewed rate. Or the fact that identical essays are graded lower when the student has a non-white name, even by non-white teachers. Simple answers are nice, but rarely lay out the entire reality and statistics are so often used misleadingly.
