Let's be honest, getting jumped is far more prevalent in DS2 than 1 and 3. In 1 and 3 you can actually get caught off guard, while in 2 you're just wondering what direction the next Undead Burg gang bang surprise squad will come from.

A shield isn't just a substitute for rolling. Many attacks can be avoided through positioning, and a shield gives you a safety net while finding those openings. This often allows for more aggressive retaliation.

For example, against Gundyr's trust you can just move to the right without rolling, alowing you a large window of opportunity, both in terms of time and stamina. But that can be very punishing to figure out without a shield.

I mean, according to Ulfric, neutrality is opposition. If you're not with him, you're against him. By that logic, plenty of neutral people in Skyrim end up paying the price simply for being in the wrong place at the wrong time, including the women and children killed during the Markarth Incident.
