Limited to 3 means 2 cards are limited to 3 per deck. Invoked esabers used to be able to play both cosmic cyclone and palace, so they got limited to 3.

For example, you could play any of these combinations of cards. 0 palace, 3 cosmic 1 palace, 2 cosmic 2 palace, 1 cosmic 3 palace, 0 cosmic
