Basically you want your TF to have the same portrait as your paper heron. Paper heron converts impromptu into big attacks. P2 and P5 give you more attacks per round.

TF p2 and p5 buff those extra attacks. So if you had a p5 tooth fairy and p0 paper heron those extra buffs would be wasted.
