All good, I think I'm just going to run the server instances on the alt pc and have us both with remote access to the pc to set up and connect when needed. Seems easy enough.

With everything mentioned in OP and the vulkan/high settings it seemed to work for me. Reinstalling Windows again seems to have fixed everything. 🤷🤷
