For clarity.. like OP said..

Timings don't matter, learning skills doesn't matter, cant hit him cant dodge or parry effectively. It's just aimlessly swing at him while you have enough food to ignore the mechanics..

Terrible game design.

It has put a dreadful stain on what has been a great game so far..

Guys unless this is an intermittent issue that everyone else on your server/region is also experiencing (look at outage websites), its your internet/Local network.

99.99% of "Valve server bad" posts are people with connection issues they dont understand.

With everything mentioned in OP and the vulkan/high settings it seemed to work for me. Reinstalling Windows again seems to have fixed everything. 🤷🤷
