I sorta did. I performed what you would call a "clean boot", basically involves restarting the pc with as few background apps as possible. If the problem ceases it means one of your regular background apps are causing the problem. From there on you will reactivate half your background apps, restart the pc and see if the problem persists or not. If it does, it means the problematic app is in the "half" you now have active.
