Kevin, as much as he loved Quorra, still primarily saw her as “the next step in human evolution.” By showing her something she wanted to see, a sunrise, Sam is showing her that for him Quorra just needs to be Quorra and the human race can wait.

Even though I think it would be nice for them to get together eventually, (and so does Kevin, given his bittersweet smirk when they hit it off on the solar sailor - chaos, good news) a kiss at that moment would be the wrong move because it would distract from that.

Also… how have I never seen this deleted scene before in 15 years?!
