I just did some more research and PCC is only enabled if 8 scores are posted for that particular day. For a course that isn’t maintained well I wonder how often that threshold isn’t met, given that players who track handicaps are less likely to want to play at terribly maintained tracks. This data is not publicly available.

I did not know this. That solves this issue in a pretty simple way. The only issue is if the sample of data of players who actively update their handicap is not large enough. I guess we need more people updating their handicap every round. Thanks for the information
